What are the EFL rules on homegrown players?

The EFL has strict regulations on squad composition that differ significantly from the Premier League system. Across the Championship, League One, and League Two, every club must register a minimum of eight homegrown players in their squad, with at least seven required to be named in matchday squads for league fixtures. These rules apply only to league matches—cup competitions like the FA Cup and EFL Cup operate under different guidelines.

Here's where it gets interesting for clubs and punters alike: a homegrown player isn't necessarily English or Welsh. The definition is broader than international representation. Any player registered with an English or Welsh club for three consecutive seasons or 36 months before turning 21 qualifies as homegrown, regardless of nationality or which country they represent internationally. This means a foreign international who developed through English youth football counts toward the requirement. Watford's recent 2-0 win over Charlton illustrated this perfectly—only two of their players were English, yet players from Cyprus, Zimbabwe, Austria, Democratic Republic of Congo, and Afghanistan all met the homegrown classification due to their academy backgrounds in England.

Clubs must also register at least one club-developed player per match once the summer window closes. Fail to do so, and the penalty is straightforward: you lose one substitute from your bench. In the Championship that drops from nine to eight; in the lower divisions, from seven to six. Players under 21 don't count toward squad lists, and in League One and League Two, goalkeepers are excluded entirely. For teams chasing promotion or fighting relegation, managing these quotas alongside tactical flexibility can significantly impact squad planning and depth—something bettors should monitor when assessing squad strength and injury resilience.
